近期，歐盟委員會發(fā)布G/TBT/N/EU/527/Add.l號通報，擬修訂化妝品法規(guī)（EC 1223/2009），禁止使用鄰苯基苯酚鈉、鄰苯基苯酚鉀和鄰苯基苯酚乙醇胺鹽作為防腐劑用于化妝品中。

 

（2）條例生效6個月后，含有鄰苯基苯酚且不符合新規(guī)要求的化妝品將不得在歐盟市場上市，9個月后不得在歐盟市場銷售；

（3）條例生效6個月后，含有鄰苯基苯酚鈉、鄰苯基苯酚鉀和鄰苯基苯酚乙醇胺鹽防腐劑的化妝品將不得在歐盟市場上市，9個月后不得在歐盟市場銷售。該法規(guī)自歐盟公報頒布后20天生效。
 

我國現(xiàn)行《化妝品安全技術(shù)規(guī)范》（2015版）規(guī)定的鄰苯基苯酚及其鹽類最大允許使?jié)舛葹?.2%，與歐盟本次新修訂要求不符。
 

歐盟是世界化妝品的重要消費(fèi)市場和出口供應(yīng)地，該法規(guī)的批準(zhǔn)實(shí)施可能對我省出口歐盟的化妝品相關(guān)生產(chǎn)或銷售企業(yè)帶來重大影響。
 

現(xiàn)發(fā)布對該技術(shù)法規(guī)的黃色預(yù)警，請各有關(guān)單位密切關(guān)注該技術(shù)法規(guī)實(shí)施的最新進(jìn)展情況，積極采取應(yīng)對措施， 降低出口貿(mào)易風(fēng)險。

The European Union would like to inform the WTO Members that the "draft Commission Regulation amending Annex V to Regulation (EC) No 1223/2009 of the European Parliament and of the Council on cosmetic products" has been amended.
The amendments concern the following point:
The use of sodium o-phenylphenate, potassium o-phenylphenate and MEA o-phenylphenate as preservatives should not be allowed.
Final date for comments: 30 days from date of notification.
